Draft: RDO to Bytestream transform

This MR (re)introduces an RDO to Bytestream skeleton to perform this transform. This is currently needed for PEB analyses, so we can take MC files and turn them into BS, so the event view and PEB ROI steps can be run, and we can have a comparison between MC and Data.

The skeleton is lightly modified from the RDOtoRDOTrig skeleton, removing the HLT steps and adding a bytestream writer CA.

This is a very early version of this MR to gather feedback, and will be un-drafted once tested and validated.
