Creation of a new Algorithm schema to Unpack/store/apply corrections to a deadReadout FEB in HLT

LArRawSCDataReading algorithm : RoI version implemented to save unecessary unpacking time. LArDeadOTXFromSC : EDM to contain the corrections to be applied. LArCelldeadOTXAlg : Algorithm built to generate from the Super-Cells the corrections needed for the dead Read Out front-end boards. TrigCaloDataAccessSvc : apply the fix to LAr cells (python and C++) Menu/CaloDef configuration changes to circulate the newly required EDM to the clients.
