AthenaPoolCnvSvc: Compress temporary files with ZSTD when possible

This is another attempt to using ZSTD to compress temporary files. Some known exceptions apply, e.g., overlay outputs that are to be used for Run-2 trigger simulation in release 21.0, where we still use ZLIB.
