HLT Calo: Monitoring Updates for 2025, Updated

Nuno Dos Santos Fernandes requested to merge dossantn/athena:hltcalo-monitoring-update-redux into 24.0

Second attempt at implementing !77245 (closed), now with the needed changes ported to 24.0 by !77389 (merged).

Updated the HLT Calo configuration to leverage the separate monitoring introduced in !74220 (merged) and removed the now redundant TrigCaloClusterMaker.

Included the long-awaited separate trigger chains for monitoring CaloClusters with RD0_FILLED and RD0_EMPTY in the Dev menu. (As far as I can tell, for the moment, we cannot use RD0_FIRSTEMPTY as it is not provided by L1 when running like this.)
