Hello,

This MR is the extension of my previous MR (!74029 (merged)) regarding the DESDM_EXOTHIP filter. We have added a dedicated C++ skimming tool in the DESDM_EXOTHIP configuration file. The C++ files are in the DerivationFrameworkLLP package. We want to reprocess the retroactive data (April-August 2024) that was taken with the wrong fHT trigger cut. Because of the wrong trigger cut, we have collected 10 times more data than expected. The correct value of fHT cut, which is 0.5, has been implemented in this skimming tool. We didn't have our ESDs as well for this period. DESDM_EXOTHIP filter has been validated locally and is working as expected.
