TriggerJobOpts: update default HLT global conditions tag

This MR updates the global conditions tag used in the HLT, from CONDBR2-HLTP-2024-02 to CONDBR2-HLTP-2024-03. This is not needed for the HLT, but is required by global monitoring, due to extra dependencies on LAr conditions that were introduced in 24.0.73. This has no impact on the trigger, as seen in ATR-30715.
