FPGATrackSim new region definition code

FPGATrackSim needs code to define our 1280 regions in eta-phi space. This is a first attempt to do that. Note that by default this is off, but there is a flag that we can change to enable it. I have updated the bitshift and 2D Hough code to potentially use the new regions. I'm not sure how best to do this for genscan, but @lipeles will work on it once we have new maps.
