Merge the modernized MS Vtx. reconstruction algorithm into 24.0 for 2024 data re-processing. Created following discussion at the Reconstruction meeting on 25-01-28 (https://indico.cern.ch/event/1500678/). Fixes ATLASRECTS-7166, and additionally fixes broken linking between tracklets and verticies and incorrect magnetic field mapping used for MS vertex reconstruction. Expect changes in the output for the MSonlyTracklet and MSDisplacedVertex containers.
