Draft: sTGC Pad Trigger Emulator tool

Francesco Giuseppe Gravili requested to merge fgravili/athena:sTGCPadTriggerEmulatorTool into 24.0

The long-awaited introduction of the sTGC Pad Trigger code, reflecting operations at hardware-level. At the same time, the old and ever used (or updated since 2019) PadTriggerLookupTool code is removed.

As this MR is about simulations in Run 3, 24.0 target branch is chosen.
