Draft: Update ACTS Score-based Ambiguity Resolution to include ACTS eta based cuts

This a update the the ACT Score Based Solver to incorporate the new eta based cuts which will be available in ACTS 39.0.0 version. Also changed:

  • Updated config file for the new eta based cuts,
  • moved Optional double holes cut to optional eta based cut
  • added Optional double holes score and silicon pixel score
  • fixed bug in counting nContribPixelLayers
