Bump ACTS Version to v39.0.0

We only expect object count changes in a few ACTS tests.

Force pushed an updated including a pattern to suppress the error in the CI. The error should be resolved in https://github.com/acts-project/acts/pull/4036 but that still needs to be merged in ACTS.
