PileupReweighting: update data24 actualMu and ilumicalc files

Hello,

This MR is updating the default actualMu and ilumicalc files for data24. These correspond to the "good for all" GRL with valid beamspot. Although most analyses may want to use the "IgnoreBSPOT_INVALID" version, the difference is small, and "good for all" might be the only supported version in the future (https://indico.cern.ch/event/1507862/contributions/6345434/attachments/3007480/5301662/elin_GRL_for_combinations_PC_20250203.pdf). Relevant for the next PHYSLITE production (ATLASDPD-2220).
