Draft: ATR-30449, Expansion of trigger menu rate analysis

Sofia Cella requested to merge scella/athena:rates-analysis-scripts into main

Add to the RatesAnalysis package the script developed by @cprat as part of her summer student project that expands the rates analysis functionalities adding the possibility to automatically estimate:

  • the overlap between two streams
  • the unique contribution of a chain to a stream
  • the overlap between two chains
  • the unique rate of a set of chains

Documentation is added in the README.
