Mask FEB with bad optical transreceiver in AsgDeadHVCellRemovalTool
In 2024, from mid August, LAr detector had a bad optical transreceiver in one middle layer FEB in EMEC C. This patch to the AsgDeadHVCellRemovalTool
removes electrons and photons candidate in the FEB + 2 cells ring region, in both data and MC.
I have cross checked that this tool run also in CP algorithms, so we should expect a PHYS/PHYSLITE change.
It would be good to have this in before the next PHYSLITE production start

EDIT for posterity:
- no change in the output is seen because mc23e/data24 is not tested in the CI
- cell position in LArIDTranslator are in the calo frame, so they are consistent with the
eta_calo
