LAr SC masking in MC

These changes should bring masking of bad SC in MC as discussed in https://its.cern.ch/jira/browse/ATLLARSWDPQ-2654

Tagging @damazio for comments. Changes were tested on recent MC job with local sqlite file successfully.

Draft until the folder level tag in COOL will be connected to all needed global tags.
