MuonConfig: Disable twin tubes for run1

The COMP200 database does not contain the MDT twin tubes conditions. Disable twin tubes if we're using that database. Fixes ART tests: test_trigAna_BStoESDAOD_run1_build.py test_data11_7tev.sh test_data11_heavy_ion.sh
