Update usage of tracking convertors in PFlow Config

Currently we call this convertor inside a special config module only directly called in some workflows. However that module brings in many other modules we don't always want.

I have moved this inside the PFFullCfg config such that when reading Run 4 ESD/AOD we will always have correctly configured tracking convertors (without this module you cannot read Run 4 ESD/AOD, because it is not configured in any central config area).
