FlavorTagDiscriminants and xAODBTaggingEfficiency: fix #ifndef macro name clash

Hello,

This MR fixes an issue with #ifndef having the same macro name in two different packages. This fixes a runtime issue reported in AnalysisBase, with a tauRecTools tool that depends on "OnnxUtil" (the FlavorTagDiscriminants one).
