Always check Pixel FE

Vadim Kostyukhin requested to merge vkost/athena:CheckPixelFE into 24.0

Switch to configurable instance of the InDetTestPixelLayer tool to allow Pixel FE status check. Previously used instance didn't do this check what resulted in a hot spot of the expected but missing hits in IBL due to a permanently disabled FE. TrkParticles, Muons, GSF particles and Pixel monitoring were affected. The instance without the FE check is left in Trigger and ITK
