Update EFTracking FPGA output conversion tool

Maxwell Cui requested to merge zhcui/athena:dev-EFTrk-FPGA-conversion-v06 into main

This MR updates the FPGA output conversion tool to the latest FPGA dataformat v0.6. This development is listed in JIRA EFTRACK-721.

This package is a standalone WIP and this MR will not affect production and validation workflow.
