Add new tool to connect GBTS tool to ACTS

Create a new tool for ACTS which uses the Athena GBTS seeding tool. GBTS resides in Athena, this tool does not invoke ACTS code but it can be used within an ACTS pipeline, without the rest of Athena-ACTS having to be aware of the difference.
