IdDict+IdDictParser: Dependency fix.

Scott Snyder requested to merge ssnyder/athena:dep.IdDict-20250211 into main

IdDictParser depends on IdDict, so we don't want to have IdDict depending in IdDictParser. Accordingly, move IdDictMgr_test to IdDictParser.
