Draft: Main eycalib reccommendation es2024 run3 v0

This is a very preliminary draft MR for 2022-2024 ey calibration recommendation, but we would like to use this to address several checkpoints before we release:

  • Rebase main and update the root file path for PS, E1E2, and gain as they are already on cvmfs
  • New accordion scale in egammaLayerRecalibTool
  • New in-situ scale and resolution
  • AF3 correction and systematic for MC23
  • Additional TileGap3 systematic for extended eta from 1.6 to 1.72 in Run3
  • New SCALE NPs on E1E2, E0 and L2Gain for run2->run3 extrapolation
  • Photon conversion systematic
  • Update pileup noise systematic with run3 pileup value
  • Fine-tuning of consistency of systematic model

The MR is aimed to be ready near the end of February 2025.
