Pulling config only functionality out of MGC

Zach Marshall requested to merge zmarshal/athena:MGC_NoConfigOnly into main

We agreed in the GIT meeting today that this isn't needed. Removing it now so that we can see if folks complain that it isn't there (in case there is someone out there still using it). Should have no impact on existing workflows.
