Installing the ADVAE2A Athena external

Supports ATR-30618.

This is a fully working implementation of the ADVAE2A Athena external intended to be used to simulate the response of the new L1topo anomaly detection trigger deployed in the Run-3 menu. The external is built at compilation time when L1TopoAlgorithms is added. The rationale to do this is discussed in the JIRA. The structure was agreed by core software, specifically designed and vetted by @akraszna. The simulation code lives in this source repository under l1topo, and only exposes one class with few simple functions to calculate the anomaly score. The releases are tagged and are also copied to the distributed computing eos. The external version being asked to be merged is v0.4.0.

For the trigger experts: The simulated response is currently being validated against the L1Topo 2A firmware by @rgugel. Currently, we are at the level of 90% compatibility. The few mismatches are being understood in a test-bench validation and we hope to resolve them soon, post which the v1.0.0 will be released. For now, though, we would like to merge these changes, also to enable HLTAD testing.
