Pixel and Strip clusterization: Do not create handles without keys in tight loops

Do not create handles without keys in tight loops as this queries CLID each time which locks. This significantly improves threading in ACTS jobs. Probably there are more cases (especially in legacy tracking). I will try to come up with a regex to find them.
