Initial version of Campaign configuration for MC matching the 2024 Heavy Ion data Assumes that 2024 Heavy Ion MC will be MC23e.

Also updates 2023 Heavy Ion MC to be labelled MC23d. Also adds missing entry for MC23e/f in RunToTimeStamp dictionary.
