Add CI test for TrigInDetValidation to test against menu

Add new mechanism to configure TIDA chains from a python dictionary instead of a set of if statements, updated utils script as well. Adds a CI test which checks that all chains defined for TrigInDetVal tests are defined in the expected menu.
