Initial version of CA-based configuration for GeneratorFilters

Only filters using xAOD::Truth have been migrated.
Currently assigning the filters to the correct AlgSequences has not been implemented, as this requires further developments elsewhere (comments to show where they should be added).
Unit test added to check that the syntax of all new Cfg methods is valid. This could also be extended later.
