Add preliminary MC23g configuration and move tracking config to use it

Add preliminary MC23g configuration and move tracking config to use it. For this also sorting of campaigns had to be implementing. We can use string-based sorting from enum values directly. A test has been added for that.

The run number and pile-up setup is for now kept the same as MC23e.

Please do not squash the MR.
