update photon configuration for more flexibility to apply recommendations

  • Split the flag to force fullsim configuration on p4 and iso correction in PhotonCalibrationConfig
  • Add a flag to stop applying iso corrections in PhotonCalibrationConfig
  • Split the flag to force fullsim configuration on ID and Iso in PhotonWorkingPointConfig
  • Split the flag to compute SFs for ID and Iso in PhotonWorkingPointConfig

This is needed since the run 2 recommendations for isolations are not yet available (especially for AFIII) and we need the flexibility to be able to switch them off independently of the P4 corrections and the ID. These recommendations were already discussed with egamma conveners @kristin @ahabouel

I did not keep the old flags that mix the iso and ID/P4 so that clients notice the change and update. I guess this is not used in production so hopefully nothing else is broken in athena.
