adding cabing shifts correction for sTGC

Studies of the sTGC residuals have revealed that for two layers the cabling is shifted by 1 channel leading to a residual bias of 3.2mm in these layers (one strip pitch). This MR set up a second instance of the cabling correction alg originally introduced for the MMs which handles the correction of the sTGC cabling.
