Implement the 2025 L1 e/cTAU tuning

This MR implements the first version of the 2025 e/cTAU tuning, designed for the new v17 eTAU BDT algorithm (ATR-30825).

We see a particularly high increase in the counts for L1 triggers including "eTAUXXM" items, because before they were being severely suppressed in the 13 to 50 GeV range by the underperforming BDT configuration, but this is expected.

We will follow up with a dedicated T&P analysis validation reprocessing DRAW_TAULH files for a few 2024 runs, and we still have a few more optimization fine-tuning tests to run in the next days, but any further changes should be minimal, and the final setup will be very close to this one both rates and efficiency-wise.

We also adjusted the jTAU thresholds to match those of the e/cTAU items for consistency (we only use L1_jTAUXX triggers for support chains, to monitor the jFEX performance).
