Refactor CREST part of IOVDbSvc package. Part1

First part of big MR. Created init version of CoralCrestManager. Move getGlobalTagMap name to CoralCrestManager. Added print folder path without reference in GlobalTagMap. it contains an intermediate version of CoralCrestManager, and its API will evolve in subsequent MR-s.
