Removing unnecessary DQ configurations for jets and MET

As part of the DQ hackathon, @sawyer and I cleaned up the configurations for jet and MET DQ web displays (e.g. jet monitoring is not run for cosmics, the lowStats histograms are not needed filled either, ...)
