Muon L0Simulation - Setup tests with R4 style geometry & Adapt naming

• Setup configuration to load a RDO using the Phase-II geometry infrastructure
• Slight renaming of the RpcL0Simulation alg
• Clean unused methods & simplify constructors
• Add ctest for the Rpc L0 simulation alg setup
