InDetPhysValMonitoringTool: Make redundant member variable local

Make redundant InDetPhysValMonitoringTool member variable local. This causes issues when sweeping to main so also backporting the fix to 24.0.

Note that I'm not sure the current code makes sense at all, but I let others to fix it potentially.
