New optimized window sizes for the second stage

I have optimized the phi and z windows in the second stage extrapolation algorithm. They have been optimized for genscan. I have also determined the first and second stage chi2 cuts. The chi2 cuts were determined by where we take the single muon chi2/DOF distribution and find the threshold that keeps 99% of it.
