Update all projects to atlasexternals 2.1.16.7. The only change is to make the CrestApi package available for those projects not depending on tdaq-common.

Tag diff: atlasexternals@2.1.16.5...2.1.16.7

Relates to ATDBOPS-393.

NB: 2.1.16.6 got skipped because it introduced a CMake warning
