ATLASRECTS-8112: Move TauConfig to use RDO input and Reco Steering sequence

This MR is trying to fix the issue reported in ATLASRECTS-8112.

Changes:

  • move TauConfig test to use Run3 RDO input instead of MC21 ESD
  • move to use RecoSteering sequence, similar to other tau reconstruction tests in the tauRec package
