Add optional use of calorimeter cell weights to calibration hits code

This adds a new option to weight the calibration hit energy by the corresponding cell weight when making calibration hit decorations for CaloClusters. By default this is not used and only makes sense to use for EM scale CaloClusters. It is particularly useful for the modified clusters produced by particle flow in which cell weights are sometimes used.

No changes to the output of production workflows are expected.
