Update Tile Pulse Simulator to add continuous readout mode

Updates in TileSimAlgs and TilePulseSimulator packages to incorporate simulation of continuous readout (important for HL-LHC signal reconstruction studies). TileSimAlgs/python/RunTilePulseSim.py updated accordingly to be able to run simulation with new options.
