Add zero-multiplicity feature to muons

This is an update of this previous MR: !77252 (merged)

The previous MR only enabled zero-multiplicity for noL1 muons, but this MR aims to also enable the feature for normal muons. This will likely be necessary for the 2025 anomaly detection trigger chain.
