PowhegControl: First attempt to add MiNNLO WWj process

Add the python interface to the powheg WWj, Zgammaj, ZZj, and WZj MiNNLOPS implementation. Add all the parameters needed in the powheg.input file. Add the powheg controller for this process. Add an example job to run this process. Add the interface to include the NNLO correction through reweighting. The related discussion can be found in jira ticket: AGENE-2268
