Update TestDefaults.py to latest conditions tag for RUN3_DATA22: CONDBR2-BLKPA-2022-16 RUN3_DATA23: CONDBR2-BLKPA-2023-06

Removed comment on RUN3_DATA, it was using CONDBR2-BLKPA-2024-04 already, but until this MR this was mostly a copy of CONDBR2-BLKPA-2024-03, but still an open conditions tag
