enabling jFEX jet seed thresholding with 3GeV(uncalib) threshold

This MR effectively enables the jFEX jet seed thresholds aimed at improved turn-ons for multijet triggers as well as L1Topo's SimpleCone large-R jet trigger.

Corresponding adjustments of the (then expected to be lowered) jet ET cuts for multijet triggers and SimpleCone specific parameters are to follow slightly later.
