Update DisplacedJet Combo Hypo Tool

The displaced jet combo hypo tool was not correctly checking that the displaced jet leg belonged to the correct instance of the tool, if two chains with different leading pT cut exist one can have some of its decisions incorrectly wiped due to a confusion of legs. This issue is resolved in this MR.
