TileMonitoring: Update conditions tags and default histograms

The script to run online Tile monitoring has been modified to update default conditions tags and allow print detailed config.

The Tile cluster monitoring configuration has been updated to specify correct merge method for Tile partition timing histograms.

The Tile cell monitoring configuration has been updated to switch off Tile channel timing histograms per sampling.
