Adapt ITk strip endcap neighbour module search when phi granularity change

This MR makes possible to build eta overlap space point in endcaps in the transition region of ITk, when the module granularity in phi is changing.

If we are on a module of eta_module=9 and phi_module=φ , we have two possible neighbours at the "next in eta"(ie at larger radius), that are interesting to build SP candidates: both at eta_module=10 and phi_module=2φ  or 2φ+1 . See https://its.cern.ch/jira/browse/ATLITKSW-296 for more details.

The code has been updated to take care of this possibility.
