Use central TruthUtils helper functions in MuonPhaseII digitization code

Minor updates to use central truth helper functions.

NB xAOD::MuonSimHit_v1 uses pdgId() rather than pgd_id() (expected by the helper functions), so I have added the latter as an alternative.
